This conference marks an important milestone in UK flood estimation: publication of the Flood Estimation Handbook (IH, 1999), the outcome of a 5-year research programme at the Institute of Hydrology. This paper reviews the background to the Handbook and anticipates the ways in which the publication will change flood frequency estimation practice in the UK.
